Shape of objects: One object - possibly round it was twilight

Weather Conditions: Clear morning twilight
Description: Object was thought to be large chinook helicopter but we were unable to distinguish a proper shape. (It was perhaps) 6kms away and 1500-2500 ft in the sky. No other aircraft were seen near it, all appeared to be circling to the north.
The object had lights that flashed from one end to the other with the first being brighter and red.
We thought it was a helicopter because of the lights and how it moved up and down and then north and south. The object was over Lake Ontario close to the city of Pickering and the nuclear plant.
When looking at the object and its possible location it was larger than a balloon and power to move in either direction.
We stood at the train station next to HWY 401 and looked south west.
Inquiries to Nav-Canada, GTTA and Trenton Land & Sea Rescue were meet with "No allowed to comment", "Confidential" "We don't track or record non commercial flights", "Privacy laws" etc...
